Update on the British Sign Language (BSL) GCSE in England – October 2024

We’ve learned that it's unlikely that the BSL GCSE in England will launch from September 2025 as expected.

Signature, the leading UK awarding organisation for BSL qualifications, recently met with Ofqual (the office of the qualifications and examinations regulator) to discuss progress on the BSL GCSE for England.

At this meeting, Ofqual said they are working to develop appropriate assessments for the GCSE, based on the Department for Education's published subject content – and that this is the reason for the delay.

Whilst we’re reassured that the GCSE in England is still happening, we’re disappointed with this setback.

Susan Daniels OBE, Chief Executive at the National Deaf Children’s Society, said: “We’re extremely disappointed with the news that it’s unlikely a BSL GCSE will be available to students in England in September 2025 as planned.

“A campaign for the GCSE began several years ago because of the determination and passion of deaf young people themselves. It’s incredibly frustrating that they’re still waiting all these years later – and that for some, it’s now too late.

“That said, it’s important that the GCSE is robust and credible, delivered in the right way, and meets the needs of students.”

Given the recent devastating news in Wales where the Welsh Government and public bodies have cancelled plans for a Welsh BSL GCSE, we have written to the UK Government to make sure they remain committed to the launch of the GCSE for England.
